Responsibilities:

​

  • Provide proactive in information to the Government of significant issues, and be able to respond and take corrective action to issues brought by the government’s Program Manager or COR.
     

  • Take initiative in identifying and recommending new approaches to improve quality, cost, and process efficiencies.
     

  • Maintain direct oversight of contract operations across the NBC facilities.
     

  • Assume accountability for all work performed in accordance with contractual requirements, performance requirements, PRs, and customer feedback forms.
     

  • Manage and direct the daily execution of contract requirements to assure that cost, schedules, and performance goals are met.
     

  • Lead all meetings, including the integrated team meetings and program reviews.

  • Report program status to senior management.
     

  • Formally identify, assess, monitor, and mitigate risk throughout the program life cycle and obtains management approval prior to making decisions that impact established program cost and schedule objectives.
     

  • Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise.
     

  • Perform variance analyses of schedule and cost on a formal and informal basis and present them to senior management (i.e., earned value management system).
     

  • Assure that conduct of contract requirements is executed in accordance with appropriate regulations and Company policies and procedures (i.e., federal acquisition regulations).
     

  • Provide leadership to program team.
     

  • Assure communication and cooperation among team members and resolves areas of conflict.
     

  • Develop and execute program corrective action strategies.
     

  • Support, communicate, reinforce, and defend the mission, values and culture of the Government customer and Corporate organization.
     

  • Possess/maintain an active Public Trust security clearance.

 

Education and Experience:

 

  • Minimum Education Bachelor’s degree, preferably in one of the following disciplines: Planning/Program Management, Business or Public Administration, Technical Management, or related fields; or demonstrated, specialized experience of ten (10) years or more leading a large-scale records program or operation may be considered in lieu of a degree.
     

  • Minimum General Experience • A minimum of ten (10) years of the overall project management experience, at least five (5) years of which will be in the Federal Government contracts environment.
     

  • Demonstrated Program Management experience in managing service contracts.
     

  • Demonstrated experience in managing complex, high dollar programs, projects and/or contracts ($20 million or more annually).
     

  • Demonstrated experience in meeting deadlines and coordinating the planning and implementation of project activities and resources using demonstrated flexibility, adaptability and problem-solving abilities.
     

  • Demonstrated experience developing a strong support team and engaging with senior field managers, Field Office Directors, and other stakeholders at the highest levels within FOD.
     

  • Experience in managing contracts covered by the Service Contract Act (SCA), is strongly desired.

 

Skills, Qualifications, and Certifications:

​

  • Extensive analytical ability to develop complex statistical analysis, cost estimates, and analytical reports.
     

  • Excellent oral and written communication skills and the ability to conduct business briefings and presentations.
     

  • Excellent interpersonal communication and organization skills to coordinate project activities with contractor and USCIS representatives; conduct fact-finding for special projects and to respond timely to USCIS inquiries; and/or present oral briefings to USCIS management officials.
     

  • Proactive in identifying and recommending new approaches to improve quality, cost, and process inefficiencies.
     

  • Project Management Professional (PMP) certification is required. (www.PMI.org)

 

Physical Requirements:

 

  • Prolonged periods of sitting at a desk and working on a computer.
     

  • Must be able to lift 15 pounds at times.
