Summary:
​
The Engineer 5 (Eng5) position requires the employee to support the United States Army Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance Center’s (C5ISR CENTER) Night Vision and Electronic Sensors Directorate Special Products and Prototyping Division (SPPD) in the coordination, management and oversight of Team Awareness Kit (TAK) and other SPPD product development, integration, and application. The employee will perform a variety of duties including providing the necessary technical, analytic and operational integration skills across the Night Vision and Electronic Sensors Directorate (NVESD) core competencies to enable and enhance NVESD SPPD ability to develop, prototype, evaluate, and support equipment and systems. These include TAK, TAK related and ancillary equipment, along with a range of non-tactical and tactical sensor products such as biometrics, ground sensors, counter unmanned aerial systems, intrusion detection, alarm assessment, mission command, network devices, tactical radios, radio frequency, electronic warfare, intelligence collection, and others to meet unique user needs. The Engineer maintains a positive relationship with government personnel, represents InSPIRE in a positive light, and keeps accurate time records in accordance with InSPIRE timekeeping policy.

Job Duties

Conduct work requiring a very high-level independent judgment and an intensive and diversified knowledge of engineering principles and practices in broad areas of assignments and related fields.

Supervise planning, development, coordination, and direction of a large and important engineering project or a number of small projects with many complex features.
-
Supervise, coordinate, and review the work of a small staff of engineers and technicians and estimate personnel needs and schedules and assign work to meet completion date.

Represent the organization in conferences to resolve important questions.
-
Plan and coordinate work requiring the use of advanced techniques and the modification and extension of theories, precepts, and practices of the field and related sciences and disciplines.

Carry out complex or novel assignments requiring the development of new or improved techniques and procedures resulting in the development of new or refined equipment, materials, processes, products, and/or scientific methods.

Develop and evaluate plans and criteria for a variety of projects and activities to be carried out by other engineers and assess the feasibility and soundness of proposed engineering evaluation tests, products, or equipment.

Apply advanced systems analysis techniques and procedures to determine hardware, software, or system functional specifications.

Support advanced design, development, documentation, analysis, creation, testing, and modification of TAK and other SPPD products, systems, programs, and/or prototypes based on user or system design specifications.

Support advanced analysis and testing of new upgrades and enhancements of TAK and other SPPD products and systems to ensure mission operations.
General Duties:

Generally, work weekdays only as needed to support ongoing program activity.

Communicate with InSPIRE leadership concerning new developments and/or problems.

Exercise discretion and independent judgment in job performance.

Respond to InSPIRE emails, texts, and phone calls by any identified deadline and in no case later than a reasonable time.

Record all hours worked per the InSPIRE timekeeping policy.

Perform other duties as may be assigned from time to time.

Consistently promote a professional image of InSPIRE, acting with integrity and a commitment to excellence.

Maintain security clearance and/or pass polygraph examinations as required for the customer or contract.

Knowledge, Skills, and Abilities Required:

Ability to organize and prioritize numerous tasks and complete them under time constraints.

Ability to concentrate and pay close attention to detail for up to 80 percent of the work time. Work occasionally requires a high level of mental effort and strain.

Ability to sit at a desk and work with documents and/or a computer for extended periods of time.

Ability to solve problems and analyze issues.

Effective interpersonal skills, including communicating in person, by e-mail, and by telephone with a variety of stakeholders.

Ability to follow instructions effectively from InSPIRE management and customer representatives.

Ability to provide information with ordinary courtesy and tact.

Ability to work non-standard hours, including occasionally working evenings, weekends and holidays, as necessary to meet the needs of InSPIRE and its clients.

Competently operate standard office equipment, such as computers, photocopiers, and fax machines.

Ability to travel to private and public buildings, locally and statewide, via private or public conveyance.

Ability to read, write, speak, and understand the English language at a level adequate to perform the duties of the position.

Ability to establish and maintain positive working relationships with supervisors, co-workers, subordinates, and outside vendors.

Ability to exercise appropriate interpersonal skills necessary to coordinate business and manage different personalities.

Working Conditions
​
This position predominantly involves sedentary work in an office environment; however, the position may also require travel to private and public buildings—locally, statewide, in the Continental United States (CONUS), and outside of CONUS (OCONUS)—via private or public conveyance. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.

Required Education, Experience, and Certifications
​
-
Master's Degree in Technical discipline.
-
10 years related work experience.
-
Working knowledge of and experience with derivative classification procedures in environments up to Top Secret / Sensitive Compartmented Information.
