Primary Duties:
​

Contractor support shall assist the industrial security officer in reviewing procurement related documents for industrial security requirements, incorporating the required industrial security clauses, and developing the draft DD-254.
-
The Contractor shall provide industrial security reviews utilizing the C3CEN Industrial Security Review Process Guide.
-
Provide administrative support for the unit’s industrial security program. This includes verifying contractor security clearance, background investigations and employment status with company facility security officers and maintaining industrial security files.

Provide support for processing CG background investigation applications for uncleared contractors using OPM's e-QIP system.
-
Safeguard and secure classified material packages received by the unit when necessary.

Ensure that shred bins are maintained in good working order and notify the shred bin POC when bins are broken or full.

Advise the CSO of any discrepancies observed concerning operations security (OPSEC) or classified material security.
-
Provide support in updating restricted area access lists.
-
Assist in verifying that trainings have been conducted and update the memorandums as necessary.

Other duties as assigned.

Secondary Responsibilities:
​

Maintain records and filing systems, answer routine customer queries, copy security related documents, fax or e-mail documents, and use security references.

Provide support for tracking and compiling security-related information and statistical data.
-
Submit work/repair orders to facilities engineering for building-related problems affecting unit security.

Provide administrative support through performing the following tasks:
-
Operating the unit security badge workstation.
-
Conducting key inventories.
-
Processing initial, renewal, & upgrade applications for national security clearances and suitability investigations and processing interim, re-approval, and final security clearance approvals issued by SECCEN.
-
Preparing visit request/clearance information messages to C3CEN customers & partners.
-
Processing incoming visit requests/clearance messages.
-
Processing newly arriving or departing personnel.
-
Support the unit’s industrial security program.
-
Processing CG background investigation applications for uncleared contractors working trusted positions using OPM's e-QIP system.
-
Updating restricted area access lists.
-

Safeguard and secure classified material packages received by the unit if the Classified Material Control Officer is unavailable to receive them.
-
Ensure that shredders and SBU/FOUO drop-bins are maintained in good working order and empty and clean as required.

Advise the CSO of any discrepancies observed concerning operations security (OPSEC) or classified material (clasmat) security.
Education and Experience:
-
Minimum Education Bachelor’s degree, preferably in one of the following disciplines: Planning/Program Management, Business or Public Administration, Technical Management, or related fields; or demonstrated, specialized experience of ten (10) years or more leading a large-scale records program or operation may be considered in lieu of a degree.

Minimum General Experience • A minimum of ten (10) years of the overall project management experience, at least five (5) years of which will be in the Federal Government contracts environment.

Demonstrated Program Management experience in managing service contracts.
-
Demonstrated experience in managing complex, high dollar programs, projects and/or contracts ($20 million or more annually).
-
Demonstrated experience in meeting deadlines and coordinating the planning and implementation of project activities and resources using demonstrated flexibility, adaptability and problem-solving abilities.
-
Demonstrated experience developing a strong support team and engaging with senior field managers, Field Office Directors, and other stakeholders at the highest levels within FOD.
-
Experience in managing contracts covered by the Service Contract Act (SCA), is strongly desired.
Required Qualifications and Experience:

Five (5) years of experience and proficiency in general security, physical security, personnel security, industrial security, and information security.
-
Active SECRET level Clearance.
-
Proficiency with personal computers and Microsoft Office.
-
Minimum typing speed of no less than 30 words per minute.
-
Ability to work independently in a fast paced, customer-focused work environment.
-
Shall be able to read, write, understand, and speak English in a clear, intelligible manner.
-
Safeguarding classified national security information and sensitive but unclassified (SBU) information, including for official use only (FOUO) and personally identifiable information (PII).
-
Experience in providing industrial security reviews for DHS contracts.
-
Experience in developing and reviewing DD-254 for DHS.
-
Experience in Coast Guard Shipboard and facility industrial security processes.
Physical Requirements:

This position is required to lift up to 20lbs or more on occasion
-
This position be expected to sit at a desk for long hours, other common parameters would be climbing stairs, walking, squatting, and kneeling in repetitive motion
